Senior engineer, Consortium records division, Halcyon. One of the people who built the Ring’s control systems and one of the few still employed who were on shift the night it fell. Known in the belt, to the extent he is known at all, for a letter.
The records archive at Halcyon, where Sato works. The letter
In 2103 a group of Consortium engineers and lawyers wrote to the board asking that the three hundred withheld pages of the Final Report be published, and that compensation to the belt be negotiated. The letter leaked. Sato’s name was first on it. He kept his job, which surprised everyone, and he kept asking, which surprised nobody who knew him.
Varga is said to have called the signatories naive. She has not said it in public.
What the belt knows
That he is quiet, exact, and not a company man in the way Hale is. That he has access to the records archive. And that if anyone inside the Consortium knows what Section 7.3 says, it is someone who works in that building.
Sato. Reference still.
